Multimeter prices run from about $15 to well over $500, and two meters sitting on the same shelf can differ by a factor of ten while both claim to “measure voltage, current and resistance”.
The gap is not about how many functions are printed on the dial. Four things set the price: True RMS measurement, the CAT safety rating, count resolution and the type of fuse inside. Without knowing those, a $20 meter looks like it does the same job. Inside a panel, it very much does not.

The 6 things that set the price
1. True RMS. Cheap meters are “average responding”: they measure the rectified average and multiply by 1.11. That factor is only correct for a perfect sine wave. On dimmed lighting, variable frequency drive outputs, switch-mode supplies and UPS outputs an averaging meter can read up to 40% low. True RMS roughly doubles the price and is non-negotiable for electrical work.
2. CAT safety rating. Look for CAT II 600 V, CAT III 1000 V and similar on the label. The higher the category, the more transient overvoltage energy the meter must survive. A CAT II meter inside a distribution panel is unsafe even when the number on screen is right. Many cheap meters print CAT III without the internal protection to back it up — that is one of the most real reasons for the price gap.
3. Count resolution. A 2000-count meter resolves to 1.999 V; 6000 counts to 5.999 V; 20000 counts to 19.999 V. For electronics 6000 is the floor and 20000+ is comfortable.
4. Fuse type. Good meters use HRC ceramic fuses; cheap ones use glass fuses or none at all. That fuse is the only component standing between you and an arc when you measure voltage with the leads in the current jack.
5. Accuracy. Quoted as ±(0.5% of reading + 2 digits). Budget meters manage about 1% on DC volts, mid-range 0.5%, professional units down to 0.09%. For household use 1% is plenty.
6. Extra functions. Autoranging, capacitance, frequency, temperature, non-contact voltage detection (NCV), low-impedance (LoZ) mode, data hold, Bluetooth. The two that genuinely change your day are NCV and LoZ.

Types of multimeter
Handheld digital multimeter. The standard shape: probe jacks, rotary dial, LCD. Used everywhere from kitchen drawer to substation.
Clamp meter. Measures current without breaking the circuit — the conductor goes through the jaw. Far safer on high-current circuits. Voltage and resistance still use probes. AC-only models are cheaper; AC/DC models use a Hall sensor and cost more.
Pen-style multimeter. Single-piece body used one-handed. Handy in tight spots and inside panels; limited resolution and ranges.
Bench multimeter. For labs and production lines. 5.5-6.5 digit resolution, PC connectivity, calibration certificates. A different price class entirely.
Analogue multimeter. Needle and scale. Good for watching change and needs no battery for voltage; low input impedance misleads on high-impedance circuits. Mostly bought for teaching now.

The MM400 is the value inflection point in the US market: it carries the same CAT III 600 V rating as a Fluke 117 at roughly a fifth of the price, with True RMS, capacitance, frequency and temperature. For most homeowners and many electricians it is the sensible stopping point.

Fluke 117 sits around $380 and its price is not about accuracy. It is drop resistance, probe quality, HRC fusing, input protection, calibration service and spare parts availability. On a meter used daily in the field, those matter more than the last decimal.

AC/DC capability matters for solar, battery banks and automotive work. AC-only clamps cannot measure DC current at all, which rules them out for those jobs.

- HRC ceramic fuse? Check the manual. Spare fuse availability matters too.
- True RMS or averaging? If the box does not say True RMS, it is averaging.
- How many counts? 2000, 4000, 6000, 20000+.
- Autoranging? Without it you select the range by hand every time.

Multimeters are almost entirely imported, so tariffs and freight feed straight into shelf prices. Three practical consequences:
